Tokyo's nasty underside, seen primarily through the eyes of Oscar, a heavy drug user, whose sister Linda is a stripper. Oscar also has flashbacks to his childhood when trauma upends the siblings. Oscar's drug-fed hallucinations alter Tokyo's already-disconcerting nights, and after the police shoot him, he can float above and look down: on his sister's sorrow, on the rooms of a love hotel, and on life at even a molecular level. In a futuristic London, the rising sea levels mean that large areas are under feet of water. Hauer plays a cop who previously lost his partner to some strange creature. Now the creature is back and its after him.

Dennis Clegg is in his thirties and lives in a halfway house for the mentally ill in London. Dennis, nicknamed "Spider" by his mother has been institutionalized with acute schizophrenia for some 20 years. He has never truly recovered, however, and as the story progresses we vicariously experience his increasingly fragile grip on reality.
